Abstract
Standards provide key technical underpinnings for the high-quality development of traditional Chinese medicine, and standardization is a fundamental institution for modernizing the governance system and capacity in the traditional Chinese medicine sector. The National Administration of Traditional Chinese Medicine launched the Action Plan for Standardization of Traditional Chinese Medicine (2024-2026) in 2024, marking the new stage of China's traditional Chinese medicine standard system construction. This study systematically reviewed three development plans/action plans for the standardization of traditional Chinese medicine issued during the period from the "11th Five Year Plan" to the "14th Five Year Plan" through literature research and data analysis, and summarized the main progress and characteristics of the standardization construction of traditional Chinese medicine in terms of standard system and supporting system. Analysis reveals that positive progress has been made in the standardization construction of traditional Chinese medicine, but there are still shortcomings and weaknesses in the top-level design and working mechanism of traditional Chinese medicine standardization construction, insufficient effective connection between various blocks, improvement in standard quality, weak research on standards, limited application of standards, and insufficient application transformation. It is recommended to continue optimizing the top-level design of traditional Chinese medicine standards, strengthening research on traditional Chinese medicine standards, and promoting the application and transformation of traditional Chinese medicine standards, in order to provide historical experience and decision-making reference for the deepening implementation of the standardization of traditional Chinese medicine in the new era, and to assist in the construction of a "Healthy China".
